Not through TikTok's published routes. At the time of writing (October 2026), Ghana is missing from TikTok's lists of countries that can open an ad account without a TikTok representative, from the markets its ads can reach, and from TikTok Shop. Post on TikTok for free reach, send viewers to WhatsApp, and put your first ad budget into Meta, whose ad tools reach 8.4 million Facebook users in Ghana.
Can a business in Ghana open a TikTok ads account?
Not through the self-serve route. TikTok publishes a list of countries and regions whose businesses can create ad accounts in TikTok Business Center "without having to go through a TikTok representative". The list, last updated in November 2025, has 59 entries. Ghana is not one of them; Egypt, Kenya, Morocco, Nigeria and South Africa are.
A second list, for creating a Business Center account itself, has 79 entries and also leaves Ghana out. The two lists disagree with each other: Kenya and Nigeria appear on the ad-account list but not on the Business Center list. Treat both as TikTok's word at the time of writing, and check them again before you plan a budget.
For anyone outside the lists, TikTok's help page says only to contact TikTok Support if you have trouble creating an ad account. The phrase about going through a TikTok representative suggests a sales-led route for some other countries, but TikTok does not describe one for Ghana.
Can TikTok ads reach people in Ghana?
TikTok's table of the markets each country's advertisers can deliver ads to does not include Ghana either. The only African markets in it are Egypt, Morocco and South Africa. TikTok says that if a country is missing, TikTok may not be available there or may not be able to deliver ads to that market.
That table was last updated in June 2025, earlier than the account lists, so it could change. Some Ghanaian and West African blogs say Ghana can be targeted, or advise picking another country for billing. TikTok's published lists do not support the first claim, and the second, in our reading, runs into TikTok's rules on misrepresenting who you are, covered below.
Can you boost a TikTok video with Promote from Ghana?
TikTok's Promote tool, the boost button inside the app, has no published country list. TikTok's stated requirements are that you are at least 18 and use a creator or business account, and promoting a LIVE needs at least 1,000 followers.
TikTok also says that targeting other countries is being rolled out in stages and depends on your account, your country and the goal you pick. The only way to know is to check in the app: if Promote appears for your video and lets you reach people in Ghana, it works for your account. If it does not, put that money into Meta instead.
Is TikTok Shop available in Ghana?
No. TikTok Shop's seller sign-up lists the United States, Mexico, Brazil, the Philippines, Singapore, Thailand, Vietnam, Indonesia, Malaysia, Japan, the United Kingdom, Ireland and a group of European markets, and no African country. TikTok also says sellers must live in the country they choose for their shop. Claims online that TikTok Shop runs in Ghana cite no TikTok source.
Creator earnings follow the same pattern. TikTok's Creator Rewards Program is open only to creators based in the United States, United Kingdom, Germany, Japan, South Korea, France, Mexico and Brazil, and business accounts do not qualify. TikTok publishes no country list for LIVE Gifts, so Ghana is unconfirmed there.
Business verification, TikTok's route to a Verified Business Account with extra profile features, is listed for 86 markets, and Ghana is not one of them, even though TikTok's list of acceptable verification documents has a Ghana section. That gap affects the next practical question: how a Ghanaian business puts a link on its profile.

Should you pay someone abroad for a TikTok ad account?
Some agencies and card sellers offer foreign ad accounts, or tell you to choose another country for billing. TikTok's commercial terms let an agency manage an advertiser's account through Business Center, and an agency creating an account for a client must give the client's company and billing details. The same terms say you must not use another person's commercial account without their authorisation, and that the account holder answers for everything its permitted users do.
TikTok's advertiser rules ban circumventing or evading its advertising systems and misrepresenting your identity, and enforcement can include a temporary or permanent ban from all ByteDance platforms. A borrowed billing country is a misrepresentation in our reading. The ad account also belongs to whoever holds the Business Center, so if that person disappears, your ads, audiences and spend history go with them.
TikTok's budget minimums apply wherever the account sits: a campaign budget above US$50, and an ad group daily budget above US$20. That is money spent where TikTok's own lists show no delivery to Ghana, before any fee the middleman adds.
How do you sell from TikTok without paying for ads?
Posting is free, so use TikTok for reach and let WhatsApp close the sale. Show the product in someone's hand, put the cedi price on screen and in the caption, answer price questions in the comments, and pin the comment that explains how to order.
Links are where Ghana-based accounts hit limits. TikTok's help centre says general accounts with at least 1,000 followers can post a website link on their profile, and so can Verified Business Accounts, but its account-entitlements table says general accounts cannot display a bio link, and business verification is not listed for Ghana. Test it on your own profile. If no link field appears, write your WhatsApp number in your bio and say "Order on WhatsApp" in every video.

Where should a Ghanaian business spend its ad budget instead?
Spend where your buyers are and where the ad platforms reach Ghana. DataReportal's Digital 2026: Ghana report, using the platforms' own ad tools, counted 8.40 million Facebook users and 2.30 million Instagram users in Ghana in late 2025, and 8.59 million on YouTube. It gives no TikTok figure for Ghana, while its 2026 reports for Nigeria and Kenya include one.
