Click-to-WhatsApp ads in Ghana: from chats to paid orders

Glossy white speech bubbles narrowing into a single line that ends at a white parcel tied with a thin red ribbon, on a black background.

Click-to-WhatsApp ads are Facebook and Instagram ads with a "Send WhatsApp message" button that opens a chat with your business instead of a website. In Ghana they match how people already buy: ask first, then pay by MoMo. Judge them by cost per paid order, not cost per chat, and answer every chat within minutes with the price, real photos and a way to pay.

What is a click-to-WhatsApp ad?

A click-to-WhatsApp ad is an ad on Facebook or Instagram that sends anyone who taps it straight into a WhatsApp chat with your business. Meta calls them "ads that click to WhatsApp". The button usually reads "Send WhatsApp message", and the chat opens with a greeting or suggested questions you wrote in advance, so the customer only has to tap send.

They suit Ghana because they follow how people already shop. A buyer in Tema wants to ask about the size, see the real item, check delivery to her area and pay with MTN MoMo or Telecel Cash once she trusts you. A website asks her to trust a checkout page. A chat lets her trust a person, which is often the faster route to a sale.

The catch is simple. A chat is a question, not a payment. The ad's job ends the moment the customer says hello. Everything after that, your speed, your price, your photos and your payment details, decides whether the ad makes money. That is why this guide spends more time on replies and records than on targeting.

How do you set up a click-to-WhatsApp ad in Ads Manager?

First, get a number on the WhatsApp Business app or the WhatsApp Business Platform and connect it to your Facebook Page or business portfolio, with yourself as an admin. Then follow Meta's steps, which change slightly by objective. At the time of writing (September 2026), Meta's help centre lists Awareness, Traffic, Engagement, Leads and Sales as objectives that can send people to WhatsApp.

You could boost a Facebook post with the goal "Get more messages" and pick WhatsApp, which is quicker. Ads Manager is the better route, because it gives you the performance goals, reporting and purchase optimisation you need once orders start coming in. These are the Ads Manager steps for a Sales or Engagement campaign:

  • In Ads Manager, click + Create and choose Sales or Engagement if your goal is orders.
  • In the Conversion section, choose "Message destinations" as the conversion location and tick WhatsApp. With the Leads objective you select WhatsApp directly.
  • Pick your Facebook Page. The WhatsApp number connected to that Page is the one the ad uses. If WhatsApp is greyed out, click Connect account and verify the number.
  • Open the Performance goal dropdown. If "Maximize number of purchases through messaging" is there, use it. If not, start with the default and earn eligibility (see the last section).
  • Set the budget, locations such as Greater Accra or Ashanti, and a schedule of at least 7 days.
  • In the message template section, choose Start conversation and add a greeting plus suggested questions such as "How much is it?" and "Do you deliver to Kumasi?"

WhatsApp Business app or WhatsApp Business Platform: which do you need?

Most Ghanaian shops should start with the free WhatsApp Business app. It already has a business profile, a catalog, quick replies, labels, greeting and away messages, and linked devices so a second person can answer. For a shop where the owner and one assistant handle the chats, that is enough to run click-to-WhatsApp ads well.

The WhatsApp Business Platform, often called the API, is for teams that need a shared inbox, chatbots, CRM links or messages at volume. You usually reach it through a Meta solution provider, who charges its own fees. Since 1 July 2025, Meta has charged the Platform per delivered template message, not per conversation. Normal replies inside the 24-hour customer service window are free.

Chats from ads get extra free time on the Platform. When someone messages you from a click-to-WhatsApp ad on the Android or iOS app and you reply within 24 hours, Meta opens a 72-hour free entry point window in which any message you send is free. Providers can also connect an existing WhatsApp Business app number to the Platform, so you keep the app for one-to-one chats.

Why is cost per chat the wrong goal?

Ads Manager will happily show you cost per messaging conversation started, and some agencies and trainers in Ghana publish "cost per chat" benchmarks as proof that ads work. But a chat is someone typing "hi" or "how much?". It pays you nothing. The number that pays your rent is cost per paid order: ad spend divided by orders where the MoMo landed or the rider collected the cash.

Here is a made-up example to show why. Ad A brings chats at GHS 3 each and Ad B at GHS 8. Ad A looks better. Now say 1 in 40 Ad A chats pays, and 1 in 8 Ad B chats pays. Ad A costs GHS 120 per paid order. Ad B costs GHS 64. Cheap chats often come from curious scrollers, not buyers.

Meta's own guidance points the same way: when you optimise for purchases through messaging, measure campaigns by purchases and cost per purchase, not conversations started. When Maxme audits Ghanaian ad accounts, the gap we see most often is that nobody can say which ad produced which paid order. The next three sections close that gap.

What should you reply in the first 5 minutes?

The person tapped your ad because they were interested right then. While they wait, they are scrolling past other sellers of the same dress or phone case. Set a greeting message so something useful goes out instantly, then have a human follow up within minutes during business hours. Outside hours, use an away message that says exactly when you will reply.

Write your first reply once, save it as a quick reply in the WhatsApp Business app, and everyone on your team sends the same clear answer. For payment, a Paystack Payment Page is a hosted form you share as a link on WhatsApp, with no website needed, and Paystack's mobile money channel in Ghana covers MTN, Telecel and AirtelTigo. A strong first reply covers five things:

  • Price in the first reply: "It is GHS 250, and delivery within Accra is GHS 30." Never "check DM" or "inbox for price".
  • Real photos or a 10-second video of the actual item, shot in daylight, with something that shows the size.
  • Delivery answered before they ask: which areas, how much, how long, and whether you accept payment on delivery.
  • Payment in one step: your MoMo merchant number and the exact name that shows on the prompt, or a payment link from your gateway, such as a Paystack Payment Page.
  • One closing question, such as "Which size should I pack for you?"

How do you label chats to see which ads made money?

Labels are the cheapest tracking system you will ever use. In the WhatsApp Business app, Meta treats its predefined labels New order, Pending payment, Paid and Order complete as purchase events when the chat started from a click-to-WhatsApp ad and you label it within 7 days of the ad click. Custom labels you invent may not be counted, so stick to Meta's names.

Use them as a simple pipeline. Mark a chat Pending payment when you send your MoMo number or link. Move it to Paid when the money lands, and Order complete when the rider delivers. Chats that go quiet after the price can carry the Follow up label, so you know exactly who to message the next morning.

To know which ad produced each chat, give every ad its own greeting, such as "Hi, I saw the Kente sandals ad". Once a week, divide each ad's spend by its Paid chats. Pause ads that bring cheap chats and no paid orders, even when Ads Manager ranks them as your best performers.

How do you report WhatsApp sales back to Meta?

Meta can only learn from sales it hears about. In the WhatsApp Business app, go to Tools, then Your customers' activity, and switch on "Allow Meta to receive information about events". From then on, the purchase labels above, or orders you create and mark as paid in the app, are shared with Meta as purchase events.

Once you have shared 10 or more purchase events from ad chats within a 30-day period, you become eligible for the performance goal "Maximize number of purchases through messaging". Look for it in the Performance goal dropdown of a Sales or Engagement campaign. From then on, Meta looks for people likely to pay, not just people likely to type.

On the Platform, the route is Meta's Conversions API for Business Messaging. Your messaging partner sends events such as Purchase back to Meta, matched to the click ID of each ad chat, and Meta says this gives ads that click to WhatsApp access to purchase optimisation. If you want a second opinion on your setup, the free Maxme Ads & Store Audit at /audit sends a short video review on WhatsApp within 2 working days.

Frequently asked questions

How do I sell directly on Instagram?

In Ghana, you sell on Instagram through conversations, not an in-app shop. Meta's Shops on Facebook and Instagram, including product tagging, are limited to listed countries, and Ghana is not on the list at the time of writing (September 2026). Use a professional account, post prices with real photos, answer DMs fast, add WhatsApp as a contact option where available, and take payment by MoMo or a payment link.

Is it free to sell on Instagram?

Opening a professional account, posting and replying to DMs are free. Meta's selling fee applies to checkout on Facebook and Instagram, which Meta says is available in the US and to a limited number of other businesses. For a Ghanaian seller, the real costs are ads, payment fees and delivery. Paystack lists 1.95% per mobile money transaction in Ghana at the time of writing (September 2026).

Do click-to-WhatsApp ads work with the free WhatsApp Business app?

Yes. Meta's help centre says you can run ads that click to WhatsApp with a number on the WhatsApp Business app or the WhatsApp Business Platform, as long as the number is connected to your Facebook Page or business portfolio. The free app also lets you label chats and share purchase events with Meta, which is all most small Ghanaian shops need to start.

How much do click-to-WhatsApp ads cost in Ghana?

There is no fixed price. You set a budget and Meta's auction decides how many people see the ad, so the cost per chat moves with your creative, audience, season and competition. The WhatsApp Business app itself does not charge per message. Judge the ads by what each paid order costs you in ad spend, and compare that with the profit you make on each order.

What is a good cost per chat in Ghana?

There is no useful single number, because a chat is not a sale. Start from your profit instead. If an order earns you GHS 100 after product and delivery costs, and about 1 in 10 chats pays, you can afford up to GHS 10 per chat before you lose money. Track your own chat-to-paid rate for two weeks, then set your limit.

Should I use the Sales or Engagement objective for WhatsApp ads?

Both can send people to WhatsApp. Choose Message destinations and tick WhatsApp in either one. The bigger decision is the performance goal. Once you have shared 10 or more purchase events from ad chats within 30 days, switch to "Maximize number of purchases through messaging", so Meta looks for people likely to pay rather than people likely to start a chat.
