To choose a Facebook ads agency in Ghana, check four things before price: that your business will own the ad account, Page and pixel; that the agency measures paid orders, not chats; that someone answers your WhatsApp leads fast; and that it can show results from a client's own sales records. Ask the 12 questions below and score every answer.
What does a performance marketing agency do?
A performance marketing agency buys ads and is judged on measurable results: orders, paid invoices, booked appointments. It plans the campaigns, makes or briefs the ads, sets up tracking and moves budget toward whatever sells. A general digital marketing agency covers wider ground, such as posting, content, SEO, websites and PR, and often reports reach and engagement instead.
For a Facebook ads agency in Ghana, the useful definition is narrower still: turning ad spend into paid orders. Here that often means an Instagram ad, then a WhatsApp chat, then a Mobile Money payment or a cash-on-delivery drop in Kumasi or Tema. An agency that stops counting at the chat is doing half the job.
A disclosure before the questions: we run an agency ourselves, so weigh this guide with that in mind. Every question below is one we expect clients to ask us, and any agency worth hiring, us included, should answer all twelve plainly and in writing before you pay a cedi.
Agency, freelancer, in-house or DIY: which should you choose?
An agency is not always the right answer. The choice depends on your budget, your time, and whether anyone on your team can make ads and answer leads quickly. Our guide 'How much does a Facebook ads agency cost in Ghana?' lists published prices for each route; this section is about fit.
Many Ghanaian businesses mix routes, for example an agency to build tracking and campaigns while a staff member answers WhatsApp and confirms deliveries. Whichever you choose, the ownership, measurement and reporting questions below apply to a freelancer as much as to an agency. When each route fits:
- DIY: you run Ads Manager yourself. The cheapest route and a sound first test with a small budget, if you can give it a few hours a week and learn the basics of tracking.
- Freelancer: one person at a lower fee. Good for one platform and a simple offer. Ask who covers design, video and replies when they are busy or unwell.
- Agency: a team for strategy, creative, tracking and reporting. Costs more, and suits a business that already sells and wants to spend more without losing sight of the numbers.
- In-house: an employee. Glassdoor puts the median pay of a social media manager in Accra near GHS 4,000 a month, and one hire rarely covers ads, design and tracking alone. Worth it once ad spend is large and steady.
Who should own the ad account when you hire an agency?
Start with ownership and exit, because they are the hardest things to fix later. Meta lets a business give an agency partner access to its ad account, Page and datasets (where your pixel data lives) from Meta Business Suite, using the agency's business portfolio ID. The agency can run everything, but only the business that owns an asset can share it with another business.
So nobody needs your Facebook password. If an agency asks for it, or wants to create your ad account inside its own portfolio to make things easier, say no. When the work ends, Meta's help centre shows how to remove a partner from Settings, and everything you own stays with you. The first four questions:
- 1. Who will own the ad account, Facebook Page, Instagram account and pixel? A good answer: your business portfolio owns them all, and the agency gets partner access.
- 2. Whose card pays Meta, and will I see the receipts? A good answer: your card on your ad account, with Meta's receipts in your business name.
- 3. What is the minimum term and notice period? A good answer: both stated in writing, and short enough that you are not locked in if results do not come.
- 4. What happens when I leave? A good answer: you remove the agency as a partner, and the ad account, ads, audiences and pixel history stay with you.
How should an agency measure Facebook ads results?
Ads Manager reports what Meta can see. In Ghana a lot of buying happens where Meta cannot see it: in a WhatsApp chat, over a MoMo transfer, or in cash at the door. Meta's 'messaging conversations started' metric counts people who message you for the first time or after 7 days of inactivity. That is a lead, not a sale.

- 5. What do you count as a result? A good answer: paid orders or confirmed sales, checked against your MoMo statement, store dashboard or order book, with chats as a step on the way.
- 6. Who answers WhatsApp and DMs, and how fast? A good answer: a named person, agreed hours and a target reply time, whether the replies come from your staff or theirs.
- 7. How often will you report, and can I see the account myself? A good answer: a short weekly update, a monthly report with spend, orders and cost per order, and your own login to Ads Manager.
- 8. Who will actually work on my account? A good answer: named people, including who makes the ads and who you call when something breaks.
What work and proof should a Facebook ads agency show you?
The last four questions test the work you will get each month and whether the agency has done it before for a business like yours. Ask for examples rather than descriptions, and look at the ads on a phone, which is where your customers will see them.
Weigh reviews with care. Google's review policy bans reviews that are paid for or written with a conflict of interest, and Clutch says it verifies each reviewer, but review counts are often small: on Clutch's Ghana Facebook advertising list, seven of the nine firms had no reviews when we checked in September 2026. A call with a current client often tells you more. The final four questions:
- 9. How many new ads will you make each month, and who makes them? A good answer: a number in writing, split into images and videos, and who shoots and designs them. The same ad shown for months usually loses its pull.
- 10. Will you run campaigns in Ads Manager or boost posts? A good answer: Ads Manager for sales campaigns. Meta says boosted posts do not have as many customisation and detailed targeting options as a traditional Meta ad.
- 11. Can you show a case study with store-side numbers? A good answer: orders, revenue or checkout conversion from the client's own store, bank or MoMo records, not only reach, likes or cost per click.
- 12. Where can I read your reviews, and can I speak to a current client? A good answer: a Google Business Profile or Clutch page with reviews from named businesses, and a client who will take your call.
What are the red flags when choosing a Facebook ads agency?
Some warning signs are worth walking away over, even when the price looks good, because each one costs more to undo later than a higher fee would cost now. Most of them surface in the proposal or the first call if you ask the questions above.
One is worth naming on its own. Meta's spam policy bans buying, selling or exchanging accounts, Pages and engagement such as likes and follows, so an agency that sells any of these is putting your advertising at risk from day one. Walk away, or at least slow down, if you see:
- The ad account, Page or pixel will sit in the agency's business portfolio, or they ask for your password.
- Results are promised as reach, followers or chats, with no mention of paid orders.
- The 'ads' turn out to be boosted posts, with no Ads Manager campaigns behind them.
- Your ad budget is paid to the agency and you never see a Meta receipt.
- An offer to sell you an ad account, a Page or followers.
- Guaranteed sales, or a fixed cost per order, before they have looked at your account, product or prices.
- A long lock-in with no exit terms, or reports that arrive only when you chase them.
How do you score and compare Facebook ads agencies?
Score each agency on the twelve questions: 2 points for a clear, written answer that matches the good answer above, 1 for a partial or spoken-only answer, and 0 for a dodge or a red flag. The maximum is 24. Score every agency on your shortlist the same way, from the same questions, so the totals compare fairly.
As a rule of thumb, shortlist agencies that score 18 or more, press for detail between 12 and 17, and walk away below 12. Walk away, too, from any 0 on questions 1, 2 or 5, however good the rest looks: those three protect your account, your money and your ability to tell whether the ads work.

Which digital marketing agency is considered the best in Ghana?
We found no independent ranking of Ghana's digital marketing agencies. Several of the 'top agencies in Ghana' lists that rank on Google are published by agencies that include themselves, sometimes at number one, and directories are thin: Clutch's Ghana Facebook advertising category listed nine firms when we checked in September 2026.
The best agency for you is the one that answers the twelve questions well for your product, budget and way of selling. A fashion store selling through Instagram DMs in Accra needs different skills from a clinic in Kumasi booking appointments by phone. Shortlist two or three, score them, and ask the strongest for a short first term before you commit.
